The competition shall be called ADAMU YOLA GOMBE SOUTH UNITY CUP;
It will be a football competition for clubs in Southern Gombe State covering Billiri, Kaltungo, Shongom and Balanga Local Government Areas (LGAs).
This Rules and Regulations shall be binding on all registered Teams, it’s Players, Officials and Fans;
Its sovereignty shall be upheld at all times in line with the laws governing the game of football.
The Trophy shall remain the property of the Local Organizing Committee (LOC);
At the end of the competition, the Champions Trophy must be returned to the Local Organizing Committee not later than thirty (10) days before the draws of the Preliminary Playoffs of the next edition of the competition in good condition. Failure to do so shall attract a fine of N200,000 only and or other sanctions as may be determined by the Local Organizing Committee;
There shall be No Fee for the redemption of the Trophy;
Loss or damage to the Trophy during period before redemption will attract the fine of N250,000 only.
Clubs wishing to participate in the competition shall pay a non-refundable administrative fee of five thousand Naira (N5,000) only;
All payment must be made within the registration period as written in the invitation letter to the clubs;
Only licenses of clubs whose payments are received shall be processed;
Clubs are only permitted to register not more than twenty-three (25) players and seven (8) officials;
Double registration by a player of official will attract disqualification to participate in this edition of the competition;
All registration forms of players and officials must be submitted on or before the deadline as stated on the letter of invitation;
All completed form must be attached with a recent passport photograph of players and officials;

All registered clubs are to provide names and phone numbers of two persons who will serve as the committee’s official contacts with the club for future correspondence.
Only clubs whose registration fees have been received by the Local Organizing Committee will be shortlisted for the draws.
The number of teams registered form every LGA will determine the number of slots to be given to the LGA at the Quarter final stage.
All participating Teams must be within Kaltungo, Shongom, Billiri and Balanga Local Government Areas;
All players and officials must be indigenes of Kaltungo, Shongom, Billiri and Balanga Local Government Areas;
All non-indigenes of Kaltungo, Shongom, Billiri and Balanga Local Government Areas who wish to participate in the competition must have been resident in any of the LGAs consistently for minimum of one (1) year;
All non-indigenes registration forms must be clearly marked to indicate;
Players who are licensed in in any of the last two (2) seasons of the any of the Nigeria Professional Leagues (NPFL & NNL) are not eligible to participate;
Teams are allowed to register not more than three (3) players who are registered in the Nigeria Nationwide League (NNLO);
All registered Players and Officials must be issued with a license to be produced by the Local Organizing Committee (LOC);
Any player(s) without license will not be allowed to take part in a match;
Only Officials with licenses will be allowed to seat on the Technical Bench.
The competitions rules and guidelines will be given to all team upon payment.
It is mandatory for all club owners, officials and 2 players representatives from each club to attend a consultative meeting to be organized by the LOC. All rules and guidelines from the competition will be discussed at this meeting. Any club that fails to attend the meeting will be disqualified from the competition.
DRAWS AND FIXTURES
Draws shall be conducted in the open and in a transparent manner by the Local Organizing Committee;
Seeding of teams during draws are at the prerogative of the of the Local Organizing Committee;
It is compulsory for representatives of all participating Teams to attend the Draws Ceremony;
There will be four centers namely; Billiri, Kaltungo, Balanga and Shongom to host the preliminary stage of the competitions at LGA level before they come together for the round of 16 at a central venue to be determined by the Local Organizing Committee.
The number of teams to be presented by each LGA will not be uniform and will be determined by the number of teams registered from the LGA before the commencement of the competition which will be announced before the draws.
All teams registered from each LGA must participate in the competition. Failure to do that will translate to the loss of a quarter final place by the LGA.
DURATION OF MATCHES
All matches shall be played in two equal halves of forty-five (45) each with fifteen (15) minutes interval break;
Kicks from the Penalty Mark shall be used to determine the winner of any match which ended in a draw after the regulation time;
No Extra Time.
A team can make substitution(s) of not more than five (5) players and not more than three (3) attempts from the list of all the players listed on the match form as that the time of kick off;
A player who receives a Red Card before Kick-off outside the field of play, shall be replaced with a name substitute before the kick-off;
A player who receives a Red Card before Kick-off inside the field of play, cannot be replaced;
A player who receives a Red Card outside the field of play during the half time interval, cannot be replaced;
A substituted player cannot be returned into the same match.
All Protest shall be entertained provided the following guidelines are followed:
The Referee is informed before the end of the match where it has to do with player(s) eligibility status;
A protest letter must be submitted within 24 hours after the match with evidence of claim to the secretary of the LOC;
Payment of non-refundable protest fee of five thousand Naira (N5,000) only must accompany the protest letter to be paid to the Local Organizing Committee account;
Failure to continue with an intended protest will attract a fine of three thousand Naira (N3,000) only to be paid to the Local Organizing Committee account;
On no account shall a protest affect the kick-off time of any match;
Decision(s) of the Disciplinary Committee can be appealed to the Local Organizing Committee by any of the parties involve, such appeal(s) must be submitted within 24 hours of the communication of such decision and must be accompanied with non-refundable fee of five thousand Naira (N5,000) only;
All decision(s) of the Disciplinary Committee must be communicated to all parties involved in writing.
9.1 Yellow Card – N300
9.2 Red Card – N500
Only graded Referees shall be allowed to officiate throughout the competition;
Match Official shall include a Referee, two Assistant Referees, a Reserved Referee and a Match Commissioner.
DISCIPLINE AND SANCTIONS
Decision of the Local Organizing Committee is final and binding and cannot be challenged in any regular Court of Law in Nigeria;
Any player who receives a direct Red Card shall be suspended from his team’s next two (2) matches while Red Card from two Yellow Cards shall be suspended from the team’s next match;
Any player who accumulates 3 Yellow Cards from 3 consecutive matches shall be suspended from his team’s next game;
Any team who fails to honour a game without prior notice to the Local Organizing Committee latest twelve (12) hours to the Kick-Off shall not only be eliminated from this edition of the competition but shall also be suspended from the competition for period of two years or more;
Any team who fails or refused to continue with a match before the end of the match shall not only loss the match but shall also be suspended for a period of one (1) year;
Teams are responsible for the behaviour of their FANS/SUPPORTERS before, during and after the match. Any forms of DISTRUPTION/FIELD INVASION/VIOLENCE by supporters that prevent the continuation of a match, the team shall not only loss the match but shall also face disciplinary sanctions to be determined by the LOC;
All team’s jerseys must be uniform and visibly numbered for identification;
Every player must be properly dressed for every match in accordance to Law four of the IFAB Laws of the game, improper dressing shall not be accommodated;
Any form of intimidation, assault, battery of match official(s) or member(s) of the Local Organizing Committee, shall lead shall not only lead to disqualification but also additional sanctions as may be decided by the LOC;
Any form destruction of property of the Local Organizing Committee by player, official or supporter of any team, the team shall replace the damaged property(ies) within 24 hours or shall face 2 years ban from the competition;
In the event of destruction of the property(ies) of the opposing team before, during or after the match, the team shall pay a compensation of an amount quantified to the value of the damages;
Pre-Match meetings is compulsory from the final stage, failure to attend a Pre-Match meeting will attract a fine of two thousand Naira (N2,000) only, the fine must be paid before the kickoff of the match;
The Away Team are advised to attend Pre-Match Meeting with two alternate colours, in a case of clash of colours, the Away Team shall change to the alternate colour;
Before the commencement of the competition, all Coaches and at least one Team representative must sign an undertaking to attest their acceptance to abide by this Rules and Regulations throughout the period of the competition.
MATTERS NOT PROVIDED
Any unforeseen matter not provided for in this Rules and Regulations shall be dealt with in line with the NFF Statutes and the IFAB Laws of the Game by the Local Organizing Committee accordingly.[/vc_column_text][/vc_column][/vc_row]
